WILLIAMSPORT — A federal prosecutor conceded a defendant’s right to a speedy trial was violated in a child pornography case, but objected to the proposed sanction.Assistant U.S. Attorney Geoffrey W. MacArthur claims the violation does not warrant dismissing the indictment without the possibility of refiling the charges against Donald J. Picca, a fired teacher living in State College.
